The 2007 Best Ad Contest awards were presented June 8, 2007 at the Omni Hotel in Charlotte during the 2007 NCPA Advertising Conference and Awards Ceremony.

- Division A: Community Newspapers under 3,500 Circulation
- Division B: Community Newspaper 3,500 to 10,000 Circulation
- Division C: Community Newspapers over 10,000 Circulation
- Division D: Daily Newspapers under 15,000 Circulation
- Division E: Daily Newspapers 15,000 to 34,999 Circulation
- Division F: Daily Newspapers 35,000 and Over Circulation
